Lunarpages的独立IP能解决被封问题吗？

Lunarpages是的是否能解决被封问题呢？有些朋友在论坛里看到Lunarpages的回信，会产生这样的疑问，信件内容如下：
We have many customers from China who have bought a Dedicated IP – This is **not** a resolution, as they continue to be blocked because the origination IP for the server is the same.

Unfortunately, even a Dedicated IP will not resolve a Great Firewall of China IP block as it still will trace to the originating shared server IP.  If you are experiencing a block from China
这段信件的意思是：我们有很多客户来自中国，他们都买独立IP这是不能解决被封问题的，原因是独立IP服务器是相同的。

个人认为这种声明尤其是在强调因为站点本身内容出现问题的时候的责任归属，就是说如果你的站点被封了（不是受牵连），那么仅仅通过购买一个独立IP服务是不能达到躲避防火墙封锁的目的的，因为防火墙可以追踪你的服务器真实IP地址。
